Texas License to Carry Supporting Documents

In this guide we will show you step by step, with screenshots, exactly how to submit your Texas LTC supporting documents to the Texas Department of Public Safety. If you do not submit your LTC-104 your Texas LTC application with the DPS will be denied. So this is a REQUIRED step.

As always remember in Texas the official term since 2015 for a concealed carry license - CCL, concealed handgun license - CHL, or CCW, is simply a License to Carry. They changed the name in 2015 from Concealed Handgun License to License to Carry when they passed the bill allowing license holders to both Open Carry or Concealed Carry. I know some people coming from other states with reciprocity agreement may call it something else, but thats what we call it here in Texas and yes, it means the same thing.

 

Prerequisites

Before you submit your LTC-104 supporting documents to the DPS, you need to complete some requirements first if you haven't already.

  1. You need to complete the Online Texas License to Carry Course.
  2. You need to complete the Texas Shooting Proficiency Demonstration with a local instructor.
  3. You need to submit your Texas License to Carry Application to the DPS and pay your application fees. If you do not submit your application to the DPS before you try to upload your documents, the DPS website will not let you upload your documents. So make sure you do this before you attempt to upload your LTC-104.
  4. You will also need to Get your Fingerprints Taken at IdentoGO. But note that you do not have to have your fingerprinting done before you upload your Texas License to Carry Supporting Documents to the DPS this is just required to finalize your application process so they can run your background check and check your eligibility.
  5. And of course last, what we will cover in this guide is submitting your LTC supporting documents.

 

Steps to Submit Your Texas LTC Supporting Documents

Now that we got those out of the way. Lets jump right into the best guide your going to find on how to submit your Texas concealed carry supporting documents.

Step 1: Head over to the Texas DPS website (dps.texas.gov). Once there click on “Handgun Licensing.”

Step 2: Next click on “Upload Documents - Handgun Licensing”

Step 3: First select “Submit Documents - Applicants Only” from the drop down, then select “Yes” in the dropdown asking if you already submitted your LTC Application. If you submit “No” it will take you to the DPS new application page to start that process.

Step 4: Fill in all the required fields like you Name and Drivers License to State ID number. Make sure this information matches the LTC-104 you got from your LTC class as well as your LTC application you submitted to the DPS.

Step 5: Next select “Choose file” and upload a scan of your LTC-104 (or LTC-100 or LTC-101 prior to May 1, 2024). If you are active duty and submitting for an exemption from the Shooting proficiency demonstration this is where you will also upload your range qualification card from your time in the service. You can upload up to 5 attachments on the DPS website at once. If you don't know how to scan a document with your phone or computer see the videos at the end of this guide. Below is an image of what your LTC-104 should look like if completed properly. Just make sure to sign it at the very bottom before uploading it or it will be rejected.

Step 6: Check the confirmation message that should have popped up after submitting the documents and just make sure the documents you uploaded are listed in the File Upload Information Section. You should also get a confirmation email that they were submitted properly.

Does my DD-214 Exempt me from the Texas LTC Shooting Proficiency Demonstration Exam?

Unfortunately… No. If you are active duty or a veteran who was honorably discharged in the last 10 years you WILL HAVE to provide a copy of your range qualification card to exempt yourself for the LTC Shooting Exam. Do I Need to Submit my LTC-104 for my LTC Renewal?

Yes, if you were required to retake the Texas LTC class for your LTC renewal, you will need to submit your supporting documents again.

 

How do I scan my LTC-104 on my phone or computer?

This one is more tricky to answer because it depends on your phone or computer. I will say using your phone to scan documents is way easier than trying to do it with a scanner. If you have a modern smart phone (2018ish or newer) you should be able to scan the document using your phone. New iPhone and Androids have document scanners built into the camera app. Here are some youtube videos that should help you out.
